Native Common Milkweed in the Midwest requires cold stratification to help with germination which is why we should plant it outdoors during the late fall months.
If you are unable to sow outdoors it in late October-Late November, there are a few other options to mimic the cold stratification process. This can be done by placing seeds in dry paper or plastic bags in very cold dry places over winter such as a refrigerator or garage and then planting outdoors in early-mid May.
Another option would be placing the seeds into paper or plastic bags in your refrigerator 3-6 weeks before planting outdoors in early-mid may.
Native Common Milkweed can tolerate growing in various kinds of soil other than soil that waterlogs its roots.
